Intuitive Eating class will help people become aware of triggers to eating, increase the understanding of dieting risks and the value of a non-diet approach to healthy weight.  Participants will develop healthy and enjoyable alternatives to eating in response to emotions, and ways to make lifestyle behavior changes that promote healthful eathing choices.  The book, Intuitive Eating, by Evelyn Tribole and Elyse Resch, wil be available from the instructor for $14.

We are very fortunate to be able to be one of the five state  2010 Master Cattlemen’s programs. This school is held 8 different afternoons starting in February and each class will run about 3 hours.
The school is limited to 12-15 students and the cost is $75 for resource materials and school expenses.
The school will be held in Riverton and will feature top notch speakers.

The Board of Fremont County Commissioners met in Regular Session at 9:00 a.m. with the following members present:  Chairman Douglas L. Thompson, Vice-Chairman Pat Hickerson, Keja Whiteman and Dennis Heckart. Dennis Christensen was absent for personal reasons.  Also present was Deputy County Clerk and Clerk of the Board Becky Enos.

Dennis Heckart moved, Pat Hickerson seconded, to approve the agenda as amended.  Motion carried unanimously.

Pat Hickerson moved, Dennis Heckart seconded to approve the minutes of the Regular meeting held December 8, 2009, as amended.  Motion carried unanimously.

Keja Whiteman moved, Dennis Heckart seconded, to approve the payment of the regular bills with the exception of a travel voucher that needed a signature.  Motion carried unanimously.

Deputy County Attorney Jodi Darrough was present to review the Agreement between Fremont County and the Museum of the American West.  She stated the purpose of the Agreement is to exchange land owned by MAW for the County’s interest in the Coutant and Thompson Buildings located on MAW property.  She stated the transactions have already occurred but the Agreement will memorialize the exchange and will also allow the buildings to be taken off of the County’s fixed assets.  Dennis Heckart moved, Pat Hickerson seconded, to approve the Agreement as presented.  Motion carried unanimously.

The following items in the Signature File were approved:  1) letter of appreciation to Rod Rivers for past service as a Fair Board member; and 2) Tax Roll Correction Summary cover sheet.  The Utilisolve Client Service Agreement was postponed until the next meeting. 

Wells Fargo Bank correspondence regarding the Martha Petersdorf Hospital Trust was reviewed.  The Board had received information that an additional $5,270.88 in distributions must be made prior to December 31, 2009.  Keja Whiteman moved, Dennis Heckart seconded, to distribute the additional funding as follows:  $2,635.44 (50%) to the Reach Foundation for further distribution to the Riverton Senior Citizens, Inc., Sepiternal Society, Inc., Fremont County Hospice and other such institutions or organizations providing medical services or benefits and comforts for older people not otherwise available in the Riverton area as determined by the Riverton Reach Foundation; $1,897.52 (36%) to the Lander Senior Citizens Center; $316.25 (6%) to the Dubois Senior Citizens Center and $421.67 (8%) to the Shoshoni Senior Center.  Motion carried unanimously.

The Board reviewed a recommendation from Ambulance Director Lauri Wempen to write-off $4,088.54 for services to inmates incarcerated at the Fremont County Detention Center and $925.88 for the County Attorney’s Office for services to inmates at the Detention Center as they could find no other payor financially responsible.  Keja Whiteman moved, Dennis Heckart seconded, to approve the write-off’s as recommended.  Motion carried unanimously. 

A letter from Fremont Counseling Service Executive Director Jerry McAdams was reviewed in which they agree to work with the Commission and County Attorney’s Office to enter into a contractual agreement to provide evaluation services under Title 25 of the Wyoming Statutes.  A copy of the letter was forwarded to the County Attorney’s Office for action.

Chairman Thompson will reply to the State Public Defender’s Office regarding an appointment of an Assistant Public Defender for the Ninth Judicial District regarding the process as well as respond to a citizen’s complaint regarding truck traffic on the North Fork Road.

Financial Assistant Mike Stalder presented a preliminary budget hearing in preparation of the hearing scheduled for January 5, 2010.  In the absence of Transportation Superintendent Dave Pendleton, he reviewed the Burma Road project (Phase I) which is estimated to cost $6,476,854, of which $3,487,300 is to be funded from the Road Construction Fund.  The Board expressed concern that this would use this fund up and leave no money for upcoming emergencies.

ISS Supervisor Joni Miller updated the Board on a recent demonstration given last week on the proposed upgraded phone system with ICS.  She had budgeted $300,000 but has received a tentative final quote of $285,000 for basic phones which have full conferencing features. If individual offices want additional lines and additional conferencing features, they will have to purchase the upgraded phones.  The new Lander Ambulance Station is also included in the quoted price.  The courtrooms have decided to use wire lines and will have two jacks each.  Phase II of new phones will include the Riverton Ambulance Station, Coroner and Public Health Nursing offices.  The Board gave Miller approval to proceed with the project.

Keja Whiteman moved, Pat Hickerson seconded, to adjourn into Executive Session with Vehicle Maintenance Supervisor Glen Steers regarding personnel.  Motion carried unanimously.  Pat Hickerson moved, Dennis Heckart seconded, to return to Regular Session.  Motion carried unanimously.

Vehicle Maintenance Supervisor Glen Steers stated that $135 worth of repairs will be done in house on a Sheriff’s Department vehicle (CO 2463) to replace a piece of striping on the cab.  Bids and repair completion dates on a County pool car (CO 2528) Dodge Avenger were reviewed as follows:  Fremont Auto Collision Center $2,641.70 (December 23); North Side Body Shop $2,740.95 (December 23); Rodney’s Collision and Custom Center $2,675.15 (December 22); and Fender Mender Body Shop $2,571.50 (January 4).  Said unit was hit on the passenger side.  Steers recommended the Board accept the bid from Fremont Auto Collision Center based on the December 23^rd completion date.  Only one pool vehicle remains in the fleet with this one being out of service so he stressed the importance of getting it done as soon as possible to which the Board agreed.

In a related matter, Glen Steers presented bids for a new Hybrid Tahoe pool car.  Tyrell-Doyle Chevrolet Honda in Cheyenne bid a base bid for a new 2009 unit of $35,593 and a total of $46,590 for a hybrid and Fremont Motors Company bid a 2010 unit of a $28,629.23 base bid and $51,414 for a hybrid.  A grant will pay the difference from the base bid to a hybrid unit and the vehicle will be purchased through the Capital Revolving Fund.  Keja Whiteman moved, Dennis Heckart seconded, to accept the bid from Fremont Motors for a 2010 unit per the recommendation of the Vehicle Maintenance Supervisor.  Voting against the motion:  Pat Hickerson.  Motion carried.  The purchase will be added to the budget hearing scheduled for the January 5^th meeting.

Glen Steers updated the Board on a county vehicle that the Fair Board installed a snow plow on which has historically been used to plow county buildings in Riverton as well as the Fairgrounds.  Recent changes have not allowed the Fair groundskeeper to use the pickup and plow.  Different ideas were discussed and Steers will visit with the Building Maintenance Supervisor to come up with a workable solution.

Extension Homemaker Patti Griffith reviewed a series of lessons she has been giving to local youth to get them introduced to having fun cooking.  She has just completed a Pie Workshop and presented the Commissioners with a pie that was made by Meredith Rinker.  Commissioner Whiteman also presented a pie that was made by her daughter, Camille, who also attended the class.  Present in the audience was Extension Chairperson Ron Cunningham. 

County Treasurer Scott Harnsberger and Chairman Doug Thompson updated the Board on their presentation of the Capital Improvement and Maintenance Program: Long Term (CIMPL) to Elected Officials, Department Heads and the municipalities earlier in the month.  At that time, criteria was discussed and Harnsberger presented a criteria weight score sheet.  The CIMPL development committee is made up of Thompson, Harnsberger, County Clerk Julie Freese and Transportation Superintendent Dave Pendleton, both of whom were ill and unavailable for the meeting.  Three additional members will be added and the Committee has recommended the addition of Ambulance Director Lauri Wempen, Building Maintenance Supervisor J. R. Oakley and Weed and Pest Supervisor and Riverton City Council member Lars Baker.  Pat Hickerson moved, Dennis Heckart seconded, to approve the additional three appointments.  Additional work is being done on the application form and process which needs to be fair to everyone.  They feel the matrix will give everybody’s projects a fair chance at available funding.  Definitions and questions regarding the process will be developed and forwarded to the Commissioners when available. 

Pat Hickerson moved, Dennis Heckart seconded, to adjourn into Executive Session with County Attorney Brian Varn regarding personnel and potential litigation.  Motion carried unanimously.    Dennis Heckart moved, Pat Hickerson seconded, to return to Regular Session.  Motion carried unanimously.  County Attorney Varn reviewed the Legal Services Contract between Fremont County, Wyoming and the City of Riverton, Wyoming which will provide legal services in the form of criminal/prosecuting attorney coverage for the Riverton Municipal Court via the Fremont County and Prosecuting Attorney’s Office and to provide payment from the City to the County for the prosecutorial legal services rendered by the County Attorney’s Office.   The City will provide $3,500 per month to the County and the remainder of the costs for the full-time attorney will be state funded.  Varn stated he has hired an individual for the position who will begin after the first of the year.  Dennis Heckart moved, Keja Whiteman seconded, to approve the Legal Services Contract as presented.  Motion carried unanimously.

Fremont County Library Director Jill Rourke requested authorization to pay a voucher totaling $11,500 to Acoustic Visions for the sound system for the conference room and little theatre.  The funding has previously been authorized through 1% monies and is below the original bid estimate.  Dennis Heckart moved, Keja Whiteman seconded, to approve the payment to Acoustic Visions.  Motion carried unanimously.  In a related matter, Commissioner Hickerson asked for clarification on a voucher that came before them earlier in the day from Clark’s Landscaping for $3,000.  Rourke stated that was for work on the well and was substantially under the amount estimated for the project.

The Commissioners asked that Building Maintenance Supervisor J. R. Oakley visit with other Counties listed as Utilisolve references before discussing their proposal any further.

Commissioner meeting reports were given. 

Commissioners Heckart attended an IDEA, Inc. meeting where he updated them on the proposed land swap between the County and the Riverton Depot Foundation for a river walk.  Until a DEQ study on the former Riverton tie treating plant has been completed, the Board will not make a decision.

Chairman Thompson attended the Fremont County Recreation Commission meeting where they extended their thanks for the Heritage Trail continuous connection.  Attended several meetings with Game and Fish and Bureau of Land Management regarding the planning process. 

Commissioner Whiteman stated there were 16 applicants for the Fair Manager position and interviews are currently taking place.  Attended a County Policy Committee meeting last week.  Due to illness, did not attend a Joint Business Council meeting where they discussed the river crossing and grant funding.

Commissioner Hickerson attended the winter WCCA meeting in Cody, along with Commissioner Christensen.  The big news was the announcement from Executive Director Joe Evans regarding his resignation the end of May.  Attended a Solid Waste Disposal District meeting and received the preliminary audit report. 

There being no further business, Dennis Heckart moved, Pat Hickerson seconded, to adjourn the meeting at 12:00 p.m. and reconvene on January 5, 2010 at 9:00 a.m. for a Regular Meeting.  Motion carried unanimously.
